Suspect in Stolen Vehicle Crashes into Car, Kills Wichita Woman



Wichita, KS – A tragic sequence of events unfolded in northeast Wichita on Monday, culminating in the death of 43-year-old Mandy Lynn Buckwalter, a resident of Hutchinson. Buckwalter lost her life in a fatal collision involving a stolen vehicle during a police operation involving the Wichita Police Department (WPD) and the Kansas Highway Patrol (KHP). Authorities are still investigating the circumstances surrounding the accident as they work to reconstruct the events leading up to the collision.


The incident began when officers from the WPD located a stolen vehicle in the parking lot of the River Walk Apartments on South Emporia, according to WPD Captain Aaron Moses. Using an unmarked vehicle, WPD officers discreetly tracked the suspects, who appeared unaware that they were being followed. This quiet surveillance was intended to allow for a safe, controlled monitoring of the vehicle, minimizing the risk of a direct confrontation in a densely populated area.


With concerns about the potential danger of a vehicle pursuit, WPD officers contacted the Kansas Highway Patrol to request aerial support. The KHP’s aircraft, specifically trained for tracking moving targets from a safe distance, began following the suspect’s vehicle from above. This aerial strategy allowed the WPD to avoid a high-speed pursuit on the ground, which can often result in unpredictable consequences for other road users.


At approximately noon, the suspects stopped at the Walmart location on 29th and Rock Road. Attempting to immobilize the vehicle without direct confrontation, officers deployed spike strips, which successfully punctured two of the vehicle’s tires. However, despite this setback, the suspect vehicle continued its escape, even colliding with a police vehicle in the process. The officers decided not to pursue the vehicle on the ground, maintaining their commitment to a cautious approach.


KHP’s aerial team continued tracking the stolen vehicle as it traveled northbound, eventually arriving at a business on Webb Road near 35th Street. At this location, two individuals exited the vehicle and attempted to flee on foot. While officers managed to apprehend one of the suspects, the second suspect, identified as a female, evaded capture by stealing a second vehicle from the business premises. She then sped south on Webb Road before turning west onto 29th Street, with the KHP aircraft still following from above.


The final and fatal sequence of events occurred at the intersection of 29th and Wilderness, where the stolen transit van collided with a Chevy Cobalt. Mandy Lynn Buckwalter, the driver of the Cobalt, was critically injured in the crash. Emergency responders arrived promptly, but tragically, Buckwalter was pronounced dead at the scene. She was a resident of Hutchinson and is remembered by her community as a caring and beloved individual.


The suspect, identified as 24-year-old Katelyn Barrioz, sustained injuries in the collision and was transported to a local hospital for treatment. As of Tuesday morning, she had not been booked into the Sedgwick County Jail, suggesting her injuries may require further medical attention before formal processing. Officials have not yet commented on potential charges Barrioz may face once she is released from medical care, but vehicular homicide charges are likely under consideration given the fatality involved.


Captain Moses conveyed that the investigation remains ongoing, with the WPD and KHP working collaboratively to gather comprehensive evidence, including reviewing the aerial footage, officer body cameras, and witness statements. "Our thoughts are with Mandy Lynn Buckwalter’s family and friends as they cope with this unimaginable loss," Moses said. "We are committed to a thorough and transparent investigation to understand every aspect of this incident."


This tragedy has renewed conversations in Wichita and neighboring areas about the inherent risks involved in vehicle theft pursuits, and the challenge for law enforcement in balancing public safety with the urgency to apprehend fleeing suspects. In recent years, many police departments have adopted more restrained pursuit policies, especially in cases where suspects are not known to pose an immediate danger to others, to avoid high-speed chases that often end in collateral damage.


As investigators work through the details, Wichita residents are left to mourn the loss of another community member in what has become a painful reminder of the risks that such incidents pose to innocent bystanders.
